Here is a summary of how Pay-As-You-Throw (PAYT or “Tag-a-Bag”) works in other cities. Note in particular that PAYT was introduced to residents in Orillia Ontario with an initial “free” annual allotment of 52 tags (one per week). This approach was used to introduce their residents to the approach.
